Since August 2021, Eman has served as an Associate Director at Skills Bahrain, an initiative incubated under the Labor Fund (Tamkeen). Besides the setup of the initiative, she is currently leading and managing multiple sector-level skills gap studies, working closely with employers, regulators, and education stakeholders. Her responsibilities include overseeing labor market analysis, Career Maps, Occupational Profiles, and Skills Gap Reports development, and translating workforce data into policy-relevant insights that inform national skills planning and human capital investment.
Between July 2024 and June 2025, Eman was seconded to the Information & eGovernment Authority as Execution Management Office Coordination Manager for the Bahrain National Digital Economy Strategy, operating under the governance of the Prime Minister’s Office. She was responsible for overseeing the implementation of a cross-government portfolio of strategic initiatives, strengthening inter-agency coordination, managing delivery risks, and ensuring alignment between digital transformation efforts and national human capital priorities.
From October 2021 to January 2023, Eman served as the National Coordinator of the World Economic Forum’s Skills Gap Accelerator for Bahrain. In this capacity, she coordinated engagement with the WEF Accelerator Network, monitored national action plans, facilitated collaboration between government, private sector, and civil society stakeholders, and supported the formulation of measurable commitments aimed at closing skills gaps and preparing Bahrain’s workforce for the future of work.
Earlier, between March 2019 and July 2021, she held the role of Manager – Partnerships & Market Engagement at Tamkeen, where she managed a portfolio of over 80 national human capital projects spanning employment, career guidance, work readiness, and entrepreneurship education, collectively reaching more than 28,000 beneficiaries. Prior to that, from 2013 to 2019, she worked on youth-focused national programs, including leading initiatives such as Mashroo3i Youth Business Awards and Discover Life After School.
Eman began her career in 2009 at the MENA Center for Investment, the local representative office of the OECD, contributing to investment promotion activities and regional policy dialogue.
She holds a Master’s degree in Public Management from Aix-Marseille University, a Bachelor’s degree in Banking and Finance, and multiple professional certifications in skills anticipation, futures thinking, performance management, project management (PMP), and data analytics. She brings a strong blend of policy insight, research orientation, and strategic execution to national human capital studies.
